According to all-knowing Wikipedia, this place is “… a critical component of the Naval Sea Systems Command (NAVSEA) Warfare Center (WFC) Enterprise. One of the WFC’s nine Divisions, Indian Head’s mission is to research, develop, test, evaluate, and produce energetics and energetic systems for American fighting forces around the globe.”

So, basically, they are responsible for everything in the Navy that booms, zooms or vrooms. But, between evaluating cruise missiles and developing high power lasers, a military PhD has to keep in shape. That is where we came in.
